..you shouldn't buy a "חלוק חדש" out of respect for the times ("can't" is a strong word), which in the time it was written meant the only outdoor clothing someone would be wearing most of the time. Many have translated this idea to modern times in the form of a new suit or dress; something one doesn't buy every day (though that rule is more popular in the weeks leading up תשעה באב).

..I'm guessing that's what was being discussed by you guys...but who knows..

You can buy things that are on sale at any time. The whole not buying thing is only if you can get it after at same price.
